Measures aimed at changing the legislation on Special Economic Zones

The Expert Council meetings on Special Economic Zones, development of industrial clusters and a new type of contract manufacturing.

In January and March 2018, the first meetings of the Expert Council on Special Economic Zones, the development of industrial clusters and contract manufacturing of a new type were held at the State Duma Committee on economic policy, industry, innovative development and entrepreneurship.
At the meetings, the issues of extending benefits and preferences for residents of technological SEZ have been discussed, as well as the possibility of granting subsidies to the regions of the Russian Federation to cover infrastructure costs.

Draft amendments to the legislation on SEZ

At the present time, several draft federal laws on amending the federal law "On Special Economic Zones in the Russian Federation" are under consideration in the State Duma.
The most relevant of them are:

- Draft No. 231602-7 provides the possibility for the regions of the Russian Federation to extend the SEZ existence for a period of up to 49 years (for the regions that haven’t done it yet). Such prolongation will create additional opportunities for investment in the SEZ.

- Draft No. 388996-7 presupposes the extension of the preferential rate of the profit tax, payable to the federal budget and reduced tariffs for insurance premiums for residents of technological SEZ. The adoption of this bill will ensure further development of the SEZ Institute and the attraction of private investments in this sphere of the economy. The bill was submitted to the State Duma on February 14, 2018 and currently awaits the conclusion of the Government of the Russian Federation and preliminary consideration in the State Duma.
