The code now regulates the Customs procedure appliance (Free Customs Zone) functioning in SEZ territories.

At the same time the Agreement concerning SEZ in the customs territory of the Customs union countries and the customs procedure of Free Customs Zone is still valid from 18 June 2010 which for a long time was the main document concerning this customs procedure. However now only some articlesof the Agreement are valid.

Despite some changes in regulatory documents, the total ordering of customs procedure of Free Customs Zone appliance is the same. The code established some changes in the total ordering of customs registration and preshipment inspection. For example, some deadlines of customs operations are changed: the completion date of customs transit by the Customs authority is reduced from 1 working day to 4 hours, the deadline for submitting documents by the carrier on the arrival of goods to the Customs post is increased from 3 to 4 hours as well as other positive changes.

The new Customs code of Eurasian Union countries was being developed with direct involvement of business community and it takes into account many constructive proposals of the business community to improve certain norms which are regularly encountered in practice.
